EU-Mandated Harmonised Standards: Toy safety

No subject is more important than the safety of children. The European Union has long been a pioneer in assuring the safety of toys through a decades-long effort. The current mandatory regulations began with the creation of a Mandate by the European Union. Based upon that Mandate, the Center for European Normalisation (CEN) developed a workplan for the creation of mandatory standards and that workplan was approved by the European Union. National representatives then gathered under the auspices of CEN together with invited experts brought in by the national representatives. During the process, the European Union carefully monitored the process.

Upon completion of the standards, each country in the European Union is mandated to publish each of the named documents, as published in the Official Journal, as a National Standard within 6 months. In addition, each national government is required to transpose each of the requirements of the applicable Directives and Regulations into national law. In addition, the European Union as well as national bodies such as the United Kingdom publish extensive guidance on the use of these standards.

Mandatory Harmonised standards under Directive 2009/48/EC for Safety of Toys

Directives repealed:

  1. Council Directive 88/378/EEC of 3 May 1988 on the approximation of the laws of the Member States concerning the safety of toys, OJ L 187 of 6 July 1988. Directive 88/378/EEC, except Article 2(1) and Part 3 of Annex II, is repealed with effect from 20 July 2011. Article 2(1) thereof and Part 3 of Annex II thereto are repealed with effect from 20 July 2013.
