Data from five samples were collected (Total N=4332) using three different measures of optimism and five different measures of the Big Five. Results indicated strong positive relationships between optimism and four of the Big Five factors: Emotional Stability, Extraversion, Agreeableness, and Conscientiousness. Agreeableness and Conscientiousness explained additional variance in dispositional optimism over and above Neuroticism and Extraversion, providing evidence for the complexity of optimism. The position of optimism in the larger web of human personality constructs is discussed. AN - 62156258; ED479666 AB - A four-step approach to implementing a training program and measuring results for government agencies was developed in response to an executive order to federal agencies to provide effective training and performance measures in their annual budgets. Step one is the analysis of established goals to identify training requirements. Suggested activities include analysis of the agency's strategic and performance goals; identification of competencies needed to meet goals; and analysis of gaps in the workforce. Step two is the development of training strategies to achieve goals. Suggested activities include generation of alternative training strategies for competency gaps; assessment of costs and benefits; and building a business case for the selected approach. Step three is the integration of training into the agency's strategic plan. Suggested activities include writing training goals; identification of performance measures; and development of an action plan. Step four is the evaluation of the training goal accomplishments. Suggested activities include assessment of training goal achievement; determination of the cost of training; establishment of the worth of training; cost/benefit analysis; assessment of results. AN - 62505638; ED413089 AB - Approximately 700,000 Federal employees have children under age 13; at least an equal number of Federal employees are estimated to have concerns about their elderly parents and relatives. This handbook was developed primarily to put government employees in touch with the many free resource organizations and agencies around the country that can help them meet their dependent care needs. It also provides practical tips on how to find quality child care, information about federal personnel programs that can help to balance work and family responsibilities, and places to call for further information on related topics, such as obtaining financial assistance. The handbook is divided into three parts: Child Care, Elder Care, and Work and Family Programs. Part I suggests practical steps to take in finding quality child care, including questions to ask during the initial telephone screening and a checklist of things to observe when visiting child care centers or homes. It also provides a directory of resource and referral services around the country, and a list of federal and national organizations that can help parents learn about quality child care. Part II explains a variety of community resources that are offered around the country to help older adults function independently, and discusses housing options, financial and medical considerations, nursing homes, and home health care agencies. It also provides a short summary of the services provided by federal and national organizations which can help employees meet their elder care needs. The last part provides information on the Office of Personnel Management's (OPM's) Work and Family Program Center and government-wide personnel flexibility; and on programs, policies, and leave options to help employees balance their work and family demands. Federal Total Quality Management Handbook 3. AN - 62833721; ED350409 AB - This booklet provides practical "how-to" information to federal employees on the implementation of Total Quality Management (TQM). The booklet is intended primarily for program officials who have begun to think seriously about or have already begun a TQM effort and want guidance on the training effort to support it. Background information on TQM is followed by a list of some key strategic decisions that should be addressed in the implementation plan. Evolving training needs of organizations at various stages of TQM implementation are discussed. Important issues that should be addressed in the training plan are summarized, including funding and assignment of employees to training. Issues are discussed that organizations should consider in phasing training throughout the organization: top management orientation, general organization awareness, and initial focus of indepth TQM training. Training subject areas and courses that many successful TQM organizations provide to meet education and training needs are summarized. A discussion follows of key principles and issues in managing, organizing, and arranging for the delivery of TQM training, including structuring training, selecting trainers, sources of external training, and organizing training staff. Evaluating the training effort is briefly addressed. Appendixes include information on Federal Quality Institute services and a 10-item bibliography. AN - 62995670; ED327578 AB - The construct validity of biographical items in the Individual Achievement Record (IAR) was assessed in an attempt to develop a confirmatory factor model. This first phase of a two-phase study focused on the IAR's use as a predictor of job performance. The IAR is an empirically keyed biodata inventory containing 112 multiple-choice items. Item content deals with educational background, work-related skills and abilities, and achievements in interpersonal endeavors. All items: deal with an event under the individual's control; have an apparent relevance to job performance; are verifiable; avoid invasion of the individual's privacy; and avoid stereotypes associated with race, sex, or national origin. An exploratory factor analysis was performed on 6,300 job incumbents. The analysis identified four factors: work competency, scholastic achievement, academic achievement, and leadership skills. Composites consisting of individual IAR items were used as observed indicators of the factors. Twelve composites, three per factor, were formed using 63 items. A specification search was conducted using four models to improve fit and meaning. The fit of one model was cross validated using a sample of 1,600 additional job incumbents. Results indicate that the derived model portrays the underlying content of the IAR model well. Phase II will compare factors and other measurement domains. A 54-item list of references, 7 tables, and 2 figures are included. (TJH) AU - Dye, David A. AN - 63429113; ED236180 AB - In this report, selection theory is used as a theoretical framework from which mathematical algorithms for tailored testing are derived. The process of tailored, or adaptive, testing is presented as analogous to personnel selection and rejection on a series of continuous variables that are related to ability. Proceeding from a single common-factor model, the author derives the two- and three-parameter normal ogive item response functions as submodels. For both of these submodels, algorithms are developed for sequential item selection, ability estimation, and test termination in the context of adaptive ability testing. It is shown that the adaptive testing method based on these algorithms is formally identical to a previously developed Bayesian sequential tailored testing procedure. (Author) AU - Urry, Vern W. AN - 63409295; ED235240 AB - The purpose of this document is to share various approaches used by federal agencies to assess needs and measure training effectiveness. The emphasis in the descriptions is on the evaluation process rather than on the results. One program was evaluated by employing return-on-investment (ROI) data and using volunteer line personnel who conducted the course to gather and diagnose the results with participants. Various control groups were used to assess success of another program. Data, which were manipulated by a computer program, revealed the relationship between training and job performance for another study. One course was evaluated by means of an employee in-course evaluation and a supervisory on-job performance evaluation 4 to 6 months after the course. Tracking monthly reports and interviewing managers at quarterly intervals to ascertain the extent of the implementation of features taught during a particular course were additional evaluation techniques used. A semi-structured group interview evaluation process produced specific examples of changes resulting from specific training. A generic follow-up evaluation method, the Participant Action Plan Approach (PAPA), determines the extent of behavioral change after a training course. It was used in conjunction with questionnaires and personal interviews to assess if specific changes were actually implemented as a result of training. AN - 63503076; ED227426 AB - A rapidly growing change in the workplace is the replacement of a fixed work schedule with a variety of alternative work schedules (AWS), including both flexible and compressed schedules. Experimenting organizations (N=901) evaluated one of four major categories of AWS in office and nonoffice settings, i.e., a flexible 8-hour day; flexible-variable hour day which allows employees to vary length of work day as well as arrival and departure times; four 10-hour days (4-10); and 5-4/9 in which an employee works eight 9-hour days and one 8-hour day in a biweekly pay period. Each group completed questionnaires summarizing the results of their AWS experiments. Analyses of questionnaire responses in three categories (productive, overall success or failure, and use of short term sick and vacation time) showed that a majority of all experiments were judged successful. Office and non-office settings showed little difference except for the 5-4/9, which was least successful in office settings. The two compressed schedules had more failure than the two flexible types. Reduction in short term leave use was reported for all schedule types. Approximately 40-50% of the experiments reported increases in productivity, and 5-10% reported decreases. Compressed schedules in office settings were most likely to produce decreases. Results suggest that compressed work schedules are more sensitive to the work setting but the AWS does have positive effects for most types of organizations. (MCF) AU - Kirk, Raymond J. It focuses on a job analysis process that can be used to plan and select appropriate actions necessary to accommodate handicapped persons in specific jobs and work environments. The guide is aimed especially at federal agencies, which are required to make reasonable accommodation to the known physical or mental limitations of a qualified handicapped applicant or employee unless the accommodation would impose an undue hardship on the agency. Presented in a question and answer format, the guide contains seven sections that cover the following topics: job analysis and reasonable accommodation, functional job requirements, importance of information about the work environment, identification of functional job requirements and work environment factors, kinds of limitations that persons with disabilities have, and the process used for planning accommodations. A sample job analysis form and three case studies are provided to amplify the subject matter. A glossary of functional limitations categories completes the booklet. AN - 63609945; ED194582 AB - Prior research with the Professional and Career Administrative Examination (PACE), a multiple abilities test battery for federal candidates, demonstrated practice effects (score gains) on alternate forms of the test parts within one administration of the battery. These effects were largest for those abilities including item types constructed according to explicit rules (induction, deduction), next largest for abilities subject to speededness (number), and least for those abilities tapping general information (verbal, judgment). The present study again demonstrated practice effects by ability--over several administrations. About 48,000 candidates, mostly college seniors and graduates, were identified as having taken the PACE two to five times between 1974 and 1977. The most important contribution to score gains was the number of prior testings. The largest gains were from the first to the second testing. The total test score gain for repetition (0.3 standard deviation) was greater than that predicted from practice effects alone. The repetition gain for number was less than the practice gain, indicating the ephemeral nature of score gains where speededness is involved. Higher initial scores were earned by those repeating the battery the fewest times; higher final scores were earned by those repeating the most times. Age and sex were related to initial score level but not to score gain; age differences in test scores were greatest for those test parts showing the largest effects of practice or repetition. A job analysis of clerical and administrative positions in the Government of the U.S. Virgin Islands was accomplished by means of a single questionnaire comprised of 264 items of the following types: 31 knowledge, 104 skill or ability, 99 activity, 15 job evaluation, and 15 biographical. A quantitative procedure utilizing activity data was developed to assure that positions are properly assigned to classes. Factor analysis of skill and ability ratings identified seven job domains that can be readily operationalized in the form of written or performance tests. The inferential leap from job analysis data to test content was minimized by including statements of test behavior in the questionnaire; moreover, the validity of subject-matter-expert ratings of skills and abilities was demonstrated by correlating them with time-spent ratings of work activities. A factor analysis of 15 job evaluation scales produced 2 factors (Scope and Complexity) that can be used to predict the grades of these types of positions. Selection and classification recommendations for the Virgin Islands and potential usefulness of the methodology for other jurisdictions are discussed. (Author) AU - Mann, Walter G. AN - 63609148; ED195074 AB - The booklet discusses a basic concept in affirmative action and nondiscrimination for the handicapped, which requires federal agencies to make reasonable accommodation to the physical or mental limitations of a qualified handicapped applicant or employee unless the accommodation would impose an undue hardship on the agency. Reasonable accommodation is defined, and some factors to be used in determing whether there might be undue hardship if an accommodation is made are described. Examples of actions that can be taken to accommodate the handicapped are presented, including modifying written examinations, modifying worksites, making facilities accessible, adjusting work schedules, restructuring jobs, providing assistive devices, providing readers and interpreters, adopting flexible leave policies, reassigning and retraining employees, and eliminating transportation barriers. The section on reasonable accommodation from the Code of Federal Regulations is appended. (DLS) AU - Heaton, Sandra M. AN - 63689744; ED183956 AB - This guide provides a brief introduction to the Participant Action Plan Approach (PAPA) and a user's handbook. Part I outlines five steps of PAPA which determine how job behavior is changed by training course or program participation. Part II, the manual, is arranged by the five steps of the PAPA approach. Planning for PAPA discusses making decisions about information needs, data collection method, and task assignment. In-Course Activities contains two lesson plans (Introducing PAPA and The Action Plan Exercises), including objectives, duration, sample scripts, and handouts. Two methods--interview and questionnaire--are overviewed in Follow-up Activities. Forms and sample materials are provided. Analysis and Conclusions describes four tasks: choosing the data, locating it, counting behaviors, and organizing the data. A chart correlates data needs to one of these data organization methods: matrix analysis, content analysis (learning objectives groupings, course modules/topics groupings, natural groupings), or supplemental information (planned behaviors, non-behavioral changes, comments about the training). The final step, Report, details development of each section of a recommended report format. Appendixes include Conducting the Interview, Sampling, The Code System for Keeping Action Plans, and a sample report. AN - 63685662; ED189204 AB - Judicial decisions resulting from suits brought under provisions of the United States Constitution and the various civil rights statutes continue to have a significant impact on personnel administration. The 1972 amendments of Title VII of the Civil Rights Act of 1964, which brought State and local governments within the scope of Title VII, have made it important for State and local officials to become knowledgeable of evolving case law in the area of employment discrimination. The summaries in this book are designed to assist in doing this. They represent a cross section of civil rights court cases dealing with personnel administration. One hundred forty-two cases are abstracted. The cases were presented to the Supreme Court of the United States or to one of the eleven Federal circuit courts. Each summary presents the facts and issues surrounding each case as well as a discussion of the decision and its implications. (Author/MK) AU - Abow, Stephen E. Cost elements covered were staff time (broken into researcher and clerical, subject matter expert, and research participant), overhead, travel, and miscellaneous costs. Information is reported for 21 studies or groups of studies. In round figures, costs ranged from $24,000 to $673,000 for criterion-related studies and from $8,000 to $1,245,000 for content validity studies. Information was gathered by telephone or personal contact with principal researchers or other persons having a detailed knowledge of recent validation studies. Because many persons were reluctant to mention individually identifiable cost figures, all studies are described in general terms and the accuracy of the information is unknown. AN - 63612239; ED198379 AB - This handbook for the selective placement of persons with physical and mental handicaps in federal civil service employment consists of eleven sections. Topics covered in section 1 include affirmative action, nondiscrimination, reasonable accomodation, definition of the term handicapped, acceptable terminology, and program implementation. Section 2 examines the role of the agency coordinator in such areas as eliminating attitudinal and procedural barriers, recruiting handicapped applicants, modifying jobs and work sites, unpaid experience and special employment programs, employee orientation and follow-up, and career development. Section 3 contains similar material on the role of the rehabilitation counselor. Architectural and transportation barriers and special provisions for handicapped individuals (special testing, temporary trial appointments, excepted appointments, and certification procedures) are described in sections 4 and 5. The next five sections examine blindness and visual impairment, deafness and hearing impairment, mental illness, mental retardation, and mobility and other physical handicaps. The needs, job possibilities, and placement of individuals with these disabilities are outlined. Preference and counselors, special employment programs, and organizations and services are discussed in the final section on disabled veterans. Lists of references and selected readings are provided. Report. AN - 63409420; ED247308 AB - This report summarizes the evaluation of civilian training in six Federal government agencies. A representative sample of executive, managerial, technical, clerical and scientific training programs were selected. The project's purposes were: (1) to produce useful examples of systematic training evaluation; and (2) to generate recommendations for improving training evaluation. The fundamental conclusions were: (1) constructive evaluation of all types of training is achievable; (2) evaluation can reduce costs and significantly improve training results; and (3) training should be linked with other management tools to more effectively solve performance problems. Six problems identified in the training evaluation projects that require attention are discussed. Recommendations for the Office of Management and Budget and the Office of Personnel Management for guiding and encouraging agencies in implementing effective training and evaluation practices are given. The appendix contains executive summaries from the six evaluation demonstration case studies (Department of Agriculture, National Institutes of Health, Government Printing Office, Office of Personnel Management, National Aeronautics and Space Administration, and Fort Belvoir).
