Warning that going too fast or too far on initial reform may risk the foundation for further change, the author encourages changes in pay & staffing as the keystones on which to build lasting reform. The article develops the rationale for these premises by first examining the recent history of civil service reform & lessons learned. Those who championed reform are discussed as well as the external & internal factors post-September 11 including the fear of not being able to respond to national security concerns, the mood of Congress, demographics, the economy, & the downsizing aftermath of the 1990s. Specific examples within the two keystones of focused changes on pay & staffing are presented. 7 References. N1 - Last updated - 2010-05-03 ER - TY - NEWS T1 - PROTECTING RIGHTS OF WHISTLE-BLOWERS AN - 282456258 AB - I am writing on behalf of the Office of the Special Counsel (OSC) in response to a William Raspberry column on protecting "whistle-blowers." The column relied heavily on sensational claims by the Government Accountability Project (GAP) vilifying the efforts of the OSC-the federal agency responsible for investigating and prosecuting reprisals for whistle-blowing. This is not new. It is part of the GAP's continuing strategy of pursuing its legislative agenda politically and publicly without regard to the facts. The OSC has aggressively committed its resources to the correction of prohibited personnel practices, especially reprisals against whistle-blowers, when it can be proven after investigation that a violation has occurred. These are but a few of the nearly 70 federal employees affected by record numbers of corrective actions initiated by the OSC in the past 1 1/2 years alone. It must have perplexed these employees, therefore, to read the GAP's description of the OSC as the administration's weapon against dissent and employees generally. AN - 63028874; ED318306 AB - This report summarizes the findings from a survey of selected college and university deans and placement officials on student attitudes towards the federal government as an employer. The United States Merit Systems Protection Board surveyed 72 schools highly rated in seven college curriculums. The seven curriculums were selected because they are significant recruitment sources for the most populous occupations in the federal government which are typically filled by college graduates. Curriculums included were engineering, computer science, law, nursing, accounting, liberal arts, and public administration. Results suggest that the government is not perceived as an "employer of choice" by many graduates of some of the country's most highly rated academic institutions. A perception existed that federal jobs pay less than comparable jobs in the private sector. Even among those graduates who have a positive view of the government as an employer, many are perplexed by the "civil service hiring labyrinth" and find little active encouragement on the part of most federal agencies. Recommendations conclude the report. An appendix lists institutions responding to the survey.
