The budget analysis covers the first and last years for which budgets were submitted for the Carter, Reagan, and Bush administrations and the 1995 and 1996 budgets. The report examines the resources requested by the administration and funding actually appropriated by Congress for civil rights enforcement. Even though the workloads of Civil Rights enforcement agencies have more than doubled since 1981, the report states that resources to deal with the demand have lagged far behind. With diminished staffs, agencies cut back on comprehensive reviews, investigations, and litigation, as resources were focused on the growing complaint workload. Consequently, fewer beneficiaries were assisted, as agencies were forced to take a reactive, instead of proactive, approach to civil rights enforcement. Although it will take a significant commitment on the part of Congress and the administration to overcome the past years of neglect, the 1996 budget request is a step in the right direction. SN - 00197939 AB - This paper uses Census data on women's wages and occupations from the years 1940-80 to examine long-term trends in black women's relative economic status. The paper links black women's increased relative wages after 1940 to their entry, especially after 1960, into occupations and industries in which they were previously unrepresented, most notably factory jobs and clerical work. The authors find little evidence that convergence in the characteristics of black and white women (increasingly similar education, for example) is responsible for black women's increased relative wages and occupational status and conclude that black women's improved economic status after 1940 was largely due to decreases in racial discrimination by occupation and industry. They also find that in the South racial discrimination had greater adverse effects on black women, and began to decrease later, than in the rest of the country. The term is shorthand for "equal pay for jobs of comparable worth," and refers to a system in which firms are required to set wages for different occupations to reflect differences in the worth of the job, usually defined by four characteristics: skill; effort; responsibility; and working conditions. It may not seem radical to relate wage differentials to such characteristics as skill and working conditions. Economists have long argued that occupational wage differentials arising in competitive labor markets would reflect factors such as these. The controversy arises because of the process by which contents of jobs are valued under a comparable worth system. Comparable worth has gained ground in the United States during 1980s although its adoption has been confined to the public sector-state and local government employment. The article discusses effects of this policy, specifically concentrating the research work in Washington State. The principle guiding the work is that a recipient won't exit from welfare if the expected utility on welfare exceeds the expected utility off welfare. Our analysis indicates that while the majority of welfare spells are of short duration, a nontrivial minority of spells are quite long. Those recipients with long spells are found to differ in predictable ways from those experiencing brief spells. This suggests that strategies to move women off welfare are unnecessary in many cases, and should be targeted on those most likely to be long-term recipients. Estimates for six manufacturing industries show a statistically significant opportunity cost of reductions in injuries and a statistically significant relationship between wage costs and injury risk. The results also provide some evidence that labor markets sort the most risk-averse workers to the safer industries. Simulations based on production technology indicate that relatively large taxes are needed to induce reductions in the incidence of injuries. JO - Sociological Inquiry JF - Sociological Inquiry Y1 - 1984///Winter84 VL - 54 IS - 1 M3 - Article SP - 1 EP - 15 SN - 00380245 AB - Using data collected from sixty-five nonacademic employers, who either advertised in the ASA Employment Bulletin between January 1979 and January 1981 or who registered with the employment service at the ASA annual meetings in 1979 or 1980, we examine what nonacademic employers are looking for when they recruit sociologists, how they recruit such employees, what tasks employers assign sociologists, and what they perceive to be the major shortcomings of sociologists they have hired Guiding the inquiry is our belief that programs and policies for expanding nonacademic job opportunities and the arguments for increasing the emphasis placed on applied sociology in graduate training have been more concerned with molding individuals to fit certain perceived occupational rules outside of academia than with training sociologists. We suggest that an uncritical acceptance of the nature of demand in the current labor market may ultimately lead to a deskilling of the sociological profession and the homogenization of the nonacademic labor markets open to social scientists. The conference investigated the federal role in assuring both adequate care and equal treatment for all Americans in delivery of physical health care services. The conference participants were divided into five groups. The first group examined the (1) emergence of the federal role in physical health care and analyzed its status; (2) use of facilities and services by race, ethnicity, sex, and place of residence; (3) incidents of discriminatory treatment in the physician health care delivery system; and (4) federal responsibility for ensuring equal treatment in the receipt of health care services. The second group examined the provision of services in rural areas, focusing particularly on community health service clinics, Indian health, and migrant health. The third group reviewed problems of health care delivery in urban areas, particularly the status of clinics, hospital closings, and the maldistribution of practitioners. The fourth group discussed the status of federal health care programs, such as Medicaid and Medicare, and legislative initiatives, especially national health insurance. The fifth group covered issues such as premedical school training, recruitment of women and minority medical school candidates, and medical school admissions policies that resulted from the U.S. Supreme Court decision for the case 'Regents of the University of California v. We knew we would have to look hard for the kinds of jobs we wanted. But we did not anticipate the often discourteous unfeeling and degrading reception we were to encounter as job applicants. In three years of job-hunting, we accumulated over 200 rejection letters, had 21 convention interviews between us and visited many campuses and offices for on-site interviews. This experience convinced us that at a minimum, a code of ethics is needed to govern the behavior of recruiters and candidates in the employment search. In addition academic departments, professional associations and job candidates themselves must search more vigorously for other job markets and for possible solutions to the current employment crunch felt by new PhDs. Panel discussions focused on the difficulties of civil rights enforcement in the areas of housing and economic opportunity, medical care, education, the handicapped, employment discrimination, and women's rights. The conference found civil rights enforcement in Wyoming to be fragmented and uneven; among the problems discussed were the lack of a state fair housing law, overly restrictive eligibility guidelines for medicaid services, and confusion about the implementation of affirmative action to end sex discrimination in education. Based on the findings of the conference, the Advisory Committee recommended the following actions: (1) creation by statute of a state human rights commission with powers to rectify discrimination in housing, public accommodations, and employment; (2) appropriation of funds to increase staffing of the Wyoming Fair Employment Practices Commission; (3) creation of public health centers in each county of the state; (4) expansion of medicaid services to include marginal income persons; (5) development by the University of Wyoming of an effective affirmative action plan; and (6) effective monitoring of laws protecting the rights of the handicapped. The case study of Pennhurst Center patients who tried to vote in the 1976 election is described. Pertinent Pennsylvania statutes and current voting practices are analyzed. A national overview of the problem along with community and institutional attitudes toward voting by the mentally handicapped are discussed. State directives in support of voting rights of institutionalized Pennsylvanians and guidance to election officials and institutional administrators are outlined. Recommendations are made to institutions concerning how to assist in all aspects of the voting process, how to decrease community hostility toward mentally disabled voters, and how to help insure legal voting rights of institutionalized persons. The articles in this section deal with the relationships between types of strategies used by women and their position in the structure of power and authority, the vocal-expressive quality of female versus male roles, the nature of reciprocity in an Arab village, female solidarity in an African secret society, domestic authority patterns, and the women's movement in the United States. The last and shortest section deals with social trends. The most unique argument in the book is presented in the last article. The statistics reveal that on an average audiences spend over six hours viewing television each day, the Commission outlines the criticisms leveled against television for its continued portrayal of women and minorities in stereotyped roles, and their low visibility in programs such as news reporting. The study covers the period from the 1950s to the 1970s. The FCC should make every effort to remedy the stereotyped portrayals of women and minorities by following the recommendations made by the Commission. The study also asserts that 'representation of women and minorities in key editorial, reporting and writing positions is critical to the development of a broader and more varied concept of what constitutes the news.' This book combines a research report and a polemic against feminism which the authors view as a species reaction to overpopulation. It brings up to date and confirms the results of earlier work, now widely known, namely that the kibbutz which proclaims--and has, from the beginning proclaimed--sex equality has become as occupationally segregated by sex as other communities, if not more so, and that familism among women is returning with a vengeance. Findings show that although these agencies have the responsibility for preventing discrimination against minorities and women in public and private elementary and secondary schools, institutions of higher education, proprietary institutions, and on-the-job training programs that receive federal assistance, inadequate efforts have been made to deal with the major problems that remain in these areas. Some of the actions taken by HEW to bring elementary and secondary schools districts into compliance with Title VI of the Civil Rights Act of 1964 have been useful. Several deficiencies exist, however, in its overall compliance effort. Neither IRS nor the VA has developed adequate standards for determining compliance of those educational institutions to which they provide assistance. In addition, they have conducted reviews of only a small percentage of their recipients.
