AB - This article is a résumé of a series of seminars for psychiatrists of medical advisory and induction boards. Military service and conditions of military training are first discussed as a background against which to judge registrants, and these considerations are reviewed in the light of experience with World War conscription. Next is a discussion of the practical steps valuable in the rapid diagnosis of the mental status and the prognostication of the effects of military training and 10 subsequent years in the Reserve. Specific and informative problems variously encountered are discussed in detail. The question is raised of the desirability of rejecting for 'lack of military aptitude' as a measure of avoiding stigmatization of rejectees. It is widely believed that important differences in mental ability and learning ability exist between urban and rural populations and that migrants from rural areas tend to be more intelligent than those who do not migrate, while migrants from cities to rural areas are less intelligent than those who remain. Large bodies of evidence tend to support such conclusions, but complete demonstrations of inequality of original nature and learning ability of rural and urban people and of the selective character of migrations between urban and rural areas offer so many difficulties that early dogmatic answers seem to have been premature. The data studied in the article presents conclusions that: A slight positive association exists between size of population of place of birth and intelligence score, and the association between size of population of place of residence at time of test and intelligence score is slightly closer than for place of birth. The Selective Service System was established in 1940 to carry on in the United States the first peacetime conscription for military service. Its program was greatly expanded by the country's entrance into war, and has required the compilation for operating and planning purposes of a unique mass of socio-economic and medical data on the registrant population under its jurisdiction. This information is in sufficient detail to be of interest and value to sociologists. It is specific by local areas, age, race, marital-dependency status, occupation, employment status, physical and mental defect, education, citizenship, and the like. The present article describes the work involved in its compilation and some of the statistical results. The Selective Service program consists of operating a nation-wide reporting system, making analytical studies and developing operational estimates. Thus, in attempting to cover both the wartime activity of procuring men for the armed forces and the post war task of their civilian reemployment the statistical program of selective service is relatively broad in purpose and scope. Many of the analyses of the problem have been oversimplified and naive. This fact necessarily causes them to surpass the average of the population, in which the infant and child mortality rate combine to hold down the average longevity. The relation of their longevity to the age at which famous men make their achievements has been brought out recently. However, no answer is provided to the question of whether the famous man surpasses in longevity the average person who reaches the age at which the famous man makes the major achievement on which his social recognition depends. Yet it is a relatively simple matter to answer with exactness the question of differential longevity of famous compared with average men and women by the use of life expectancy data. At the present time information is not available for measuring the effect of the occupational and wealth variables on the longevity-life expectancy differentials. The present data, on too marriages, both partners of which were University of Kansas students, in addition to percentile scores on American Council on Education College entrance intelligence examinations, include data from physical examination records of the subjects made at the same general period of time. The items included in the analysis probably were unequally influenced by the passage of time. Total illnesses, total injuries, total operations, general physical grade, weight and heights weight ratio were most likely to be influenced by the passage of time, but not to such an extent as to affect materially the general degree of homogamy of the group. On the other hand, all historical items, since they were based on oral report to the examiner, are subject to reporting errors. The homogamy discussed in this article may also be interpreted with reference to its effect. In general, homogamy may be expected to contribute to the continuation of the same general average of characteristics in the population as existed previously, since like tends to marry like in both physical and intellectual characteristics, and like also tends to produce like. The number and characteristics of the men whom the Selective Service System delivered for induction were in accordance with the requirements of the armed forces for acquiring, equipping, training, supplying and utilizing a military force capable at first of national defense and finally of defeating the nation's declared enemies. The requirements of the armed forces for acquiring and training their numerical strength by use of men of selected physical, mental and personal qualifications inevitably came into conflict with the requirements of equipping and supplying these men for modern war of a number of years duration. In order to fill the ranks of the armed forces with enough men of high quality, productive industry had to lose workers it could not replace without making it impossible for a longer or shorter period to equip and supply the armed forces and the civilian activities of the United States and its allies.
