AB - This article presents preliminary evidence for a theory of cognitive acuity (TCA), derived from psychophysical principles as a means for understanding and measuring an aspect of general mental functioning in the context of critical incident decision making on situational judgment tests (SJTs). Cognitive acuity is a new construct defined as the capacity to detect correctness and to distinguish between differences in correctness among simultaneously presented situation-specific response options. Borrowing from the Weber−Fechner law of stimulus and response, a method for measuring sensitivity to correctness signals (i.e., cognitive acuity) was tested on SJT item responses. TCA proposes measuring respondents' sensitivity to the correctness signals emitted by ambiguously correct (or valent) response options using a two-parameter model of signal detection based on (a) the respondent's level of signal sensitivity (i.e., cognitive acuity) and (b) the magnitude or level of that signal. The extent to which cognitive acuity is a direct determinant of SJT performance and an indirect determinant of observed on-the-job decision-making (OTJDM) performance was also examined. Results showed that both individual and contrasted response option signals are related to a respondent's selection of a response option. Further, like sensory stimuli, SJT response option signals are logarithmically related to their detectability. Using this logarithmic function, just noticeable differences were estimated for each respondent and served as cognitive acuity measures, evidencing very small subgroup differences. Finally, using structural equation modeling, cognitive acuity was found to act as an initial variable in a fully mediated acuity−SJT−OTJDM performance relationship contributing indirectly to criterion-related job performance variance. Overt discrimination in the federal government has been illegal since the passage of the Civil Rights Act of 1964. The progress made by women in terms of representation has been impressive: women now hold nearly half of the white-collar jobs in the executive branch. Meanwhile, the locus of those opposed to gender discrimination has shifted to jobs in the upper levels of government since only about one in four supervisors and one in ten executives in the federal bureaucracy are women. Such statistics suggest that while employment may no longer be denied to women based on sex alone, some form of discrimination continues to prevent women from moving into the supervisory and management positions. During the 1980s, the term glass ceiling was coined to describe the subtle barriers that block the advancement of women. The article examines the development of the test for determining whether the enforced leave is proper, how the test has changed over time, and what an appellant must show to successfully pursue an appeal of an allegedly improper enforced leave. Early cases of enforced leave usually involved the nondisciplinary, nonemergency situation and focused on the question of whether the employee was ready, willing, and able to work. These cases were often generated by an employee's attempt to recover back pay for the period of time he or she was not allowed to work. In United States v. Wickersham, the Supreme Court found that, under the statutory provisions in effect at the time, the agency's refusal to let the plaintiff work because of an alleged lack of work constituted a wrongful suspension. In these times of fiscal austerity, there is little doubt that federal, state and local managers will continue to fight to maintain any mechanisms they believe may help them to reduce the costs of running essential programs. Many clearly believe that contracting out is one of these tools and intervention by unions will never be welcomed. Unions will continue to see privatization as a threat and it is unlikely they will remain on the sidelines as management makes a decision to privatize. Such conflict is inevitable. While a cooperative venture may be a solution in some state and local jurisdictions, it is not likely to be effective at the federal level. Cooperative efforts will be limited as long as the federal labor relations statute severely limits labor influence in this area, and it is unlikely that major change to the law will materialize any time soon. Therefore, the most likely outcome will be twofold. First, a reduction in fervent support for contracting out on the part of the U.S. government will result in a reduction in pressure on agencies to contract out, and therefore reduce the inevitable union resistance. Second, avenues available co unions for contesting contracting-out decisions may be expanded. However, could this predisposition be resolved in practice without harming federal employees’ rights, benefits, and morale in the workplace? To address this question, this article examines whether the attitudes of federal employees toward variants of subjective discrimination in the workplace changed significantly during the George W. Bush presidency. We find that trends related to perceptions of retaliation and discrimination have improved in recent years. However, perceptions of retaliation and discrimination are found to exist among minority and female employees and managers in the federal workplace that require vigilance. These results suggest that big government conservatism’s predisposition to pursue equal opportunity as opposed to affirmative action—while diminishing the power of public employee unions and enhancing managerial prerogatives—either succeeded on its own merits or that the earlier momentum could not be stopped. This article reports the results of a survey of federal labor relations professionals. The survey was designed to gauge their perceptions of the strategies and structures of the labor relations program in the 1990's. It revealed marked agreement about the issues that are emerging, and optimism about the program's ability to adapt, but showed some disagreement in strategies needed to meet these challenges. AB - Although there has been substantial research on perceptions of preference in hiring, there is considerably less focus on perceptions of preference in organizational activities more generally. Researchers seldom assess perceptions of preference for both historically high- and low-status groups and for both one's own group and others. Using a three-wave longitudinal survey of 1,094 employees, the causal direction between perceived preference and satisfaction with management, moderators of that relationship, and whether responses to perceived preference differed by group were examined. On average, groups perceived more outgroup than ingroup preference. The satisfaction to perceived preference causal direction was significantly stronger than the reverse for outgroup preference, suggesting that increased satisfaction with management leads to decreased future perceptions of outgroup preference more so than vice versa. The relationship between satisfaction with management and perceived outgroup preference was moderated by perceived organizational tolerance of discrimination, suggesting that positive diversity climate can alleviate the negative effects of dissatisfaction with management on perceived outgroup preference. This is both an advanced textbook and a guide for experienced researchers venturing into content analysis for the first time. The second edition excludes some material from the first edition and greatly expands coverage of computer-based methods. Personnel psychologists will encounter familiar discussions of sampling, reliability, and validity. They will also be introduced to issues unique to analysis of texts. Given the increasing use of text mining technologies, the treatment of computer-aided content analysis is timely. There is much to recommend this book. The work psychologists do with text in job analysis, testing, and survey research is applied content analysis. They should examine perspectives from outside of their discipline for ways to improve practice in these areas. Content analysis also provides a methodological lens through which they can examine tool-focused uses of text mining in personnel psychology. The author's perspective on these tools and psychologists obligation to critically evaluate their output is valuable and timely.
