The author notes that while the U.S. public supports arms control in general, many of them have come to sense that too much has been compromised on its behalf. As for cost savings, history indicates that strategic arms accords bring spending increases rather than savings. The 20 years of effort expended since the signing of the first strategic arms treaty, the interim Strategic Arms Limitations Talk I agreement, have brought the second and final strategic accord when it is least needed. The main objective of such accords, enhancing strategic stability, has already been accomplished, not by recondite treaties but by the geographical revolution that has overtaken the Soviet empire in the last five years. Yet, according to the author, this upheaval caries its own dangers. From now on, START-type static negotiations between the U.S. and the Soviet Union should be replaced by dynamic discussions involving Soviet and Third World leaders. These might focus fist on the command and control of Soviet nuclear weapons. According to the author, moving from an East-West to North-South focus in arms control would include accelerating U.S. President George Bush's plans to control the flow of advanced weaponry into the volatile Middle East. The analysis examines interrelationships among different national public policy processes and compares cross-nationally the role of governmental and non-governmental organizations in policy formulation. An analytic framework for comparative analysis of organizational objectives is developed and then applied to four cases of multinational cooperation. Based upon the results of this comparative analysis, the article's conclusion sets forth some observations potentially applicable to a policy aimed at furthering transatlantic cooperation in particular, and more generally, to public policy and technology. Besides reexamining old and diversionary patterns of thought and action—‘cultural strait jackets’—we need more fundamental investigations into ways in which the weapons of modem war might be made less dangerous, procedures to make crises ‘reversible,’ and improved and creative mechanisms for reducing and limiting the spread of nuclear weapons. This was the experience of revolutionary forces 200 years ago. Sovereignty confers on governments the responsibility for national security. Sovereignty, therefore implies that a military force makes a nation a credible and independent member of the international community. If a country is unable to produce the weapons its leaders consider essential for those military forces, it can secure them from a supplier country, which has political, military and economic reasons for exporting them. Today, the sale of weapons has become a government-to-government or government-regulated activity. Most countries would rather deal directly with the government of a supplier country in negotiating and completing sales, largely because of credit availability and certain complementary services, such as training, which the: armed forces can best provide. Governments of supplier countries now approve or disapprove sales in response to a variety of economic, political and military pressures. Much of the research work done in behavioral sciences has been trivial and naive. The psychological dimensions of arms control are crucial, but the thrust of much research has not stimulated thinking about institution building, which is required to deal with the dimensions of arms control. In this respect, research on arms control is similar to many of its efforts in the area of race relations. Some of the theories of arms control and international relations that have won ascendancy are overdeterministic and replete with self-fulfilling prophesies that inhibit creative and positive policies and political action. Positive contributions of social scientists have been weakened by the inadequacy of professional standards in disseminating findings, assessing policy implications and monitoring the advice-giving process. Research and advice have not been structured to highlight areas of agreement or clarify the specific bases of disagreement. This kind of allocation problem is complicated by the fact that the attacker can optimize his attack against whatever defense is chosen. This paper describes an extended or double Lagrange method, which provides strictly optimal allocations for the attacker, but not necessarily for the defender. Nevertheless, by careful use of the method, it is possible to obtain defense allocations that are at least approximately optimum. The major part of the paper provides a technique for verifying results and computing bounds for the error—a technique that is necessary because the uncritical application of the method can occasionally give results that are far from optimum. Here we have sought to initiate the development of a framework within which one could examine various disarmament questions. Our purpose is to stimulate some operations-research thinking in this area. The model emphasizes the importance of finding criteria for evaluating weapons for disarmament purposes and for establishing rules of disarmament compatible with the broad objectives of the future allowing for possibly different power configurations and new conflicts. The problem of resolving conflicts is another essential area of disarmament briefly touched on here.
